What is HDV GHG Regulation?
California's plan to reduce the state's greenhouse gas emissions to 1990 levels by the year 2020 includes regulations that could become law in the 4th quarter of 2009 and will impact in-state fleets, as well as out-of-state registered vehicles that travel to and from the state.

This plan, which was approved last year by the Air Resources Board, a department of the California Environmental Protection Agency, requires dry freight and refrigerated trailers to use aerodynamic components and low-rolling resistance tires to help reduce emissions. Reefer trailers must meet additional standards to help lower emissions from refrigeration units.

*Pre-2011 MY 53-foot or longer box-type trailers (with the exception of certain 2003 to 2008 MY  refrigerated-van trailers) must either:
    · Meet the same requirements as 2011 and newer MY trailers by December 31, 2012,
    · Choose a compliance schedule based on fleet size and prepare and submit the appropriate compliance       plan which allows them to phase-in their compliance over time.
Existing Trailer Compliance Schedule
Large fleets that operate 53-foot box-type trailers in California have until Aug. 1, 2011 to extend their date for compliance with the state’s Tractor-Trailer Greenhouse Gas regulation. Fleets with 21 or more 53-foot trailers must register their trailers online (https://secure.arb.ca.gov/ssltrucrs/trucrs_reporting/reporting.php) and submit a plan that includes the list of trailers in their fleet and the scheduled percentage to be brought into compliance each year. This phase-in option allows fleets up to five years from 2011 through 2015 to phase-in compliance for their California-bound trailers. Small fleets consisting of 20 or fewer trailers can also register and submit compliance plans for their 2010 and older model year trailers by July 1, 2012 to extend their compliance deadlines as well. For more information, click here. (hdghg small fleets).

* 100 percent of fleets of up to 20 vehicles must be in compliance by December 31, 2017. Fleets of 21 or more vehicles must be 100 percent compliant by December 31, 2016.
Refrigerated Fleet Compliance Provision
A Refrigerated trailer owner may bring 2003 through 2008 model year 53’ or longer into compliance(*).
